The only thing in the wreck that you have any rights too is the loot.
The salvage from the wreck is free game, since to be able to get it, you have to salvage it, which gives you plenty of time to blow the wreck up if you want to prevent the person from salvaging it, or give you plenty of time to gank the salvager.
Also, you can not worry about the salvage and let the individual clean up the battle field for you, or you can move to a low population system where you don't have to deal with people scanning your mission out.
You have many options in preventing someone from taking the salvage before you can get to it, find which one works best for your play style and run with it. Otherwise quit whining about an issue that has already been beat to death.

Why is stealing salvage OK? It's not. It shouldn't even be possible to move an item from your cargo-hold / hanger to another persons cargo-hold / hanger without opening a trade window. Before the salvage enters those containers it is not considered your stuff by the server code. Hence it's not stealing.

Ninja salvaging is intended game play. It was always intended that the wrecks are public, the loot is private.
They do not see it as a problem if others salvage your wrecks.

Yes but in this case, these mechanics built this game to have this feature, and it's working as intended.
